NOTE: Virtual interviews will be conducted through MS Teams; however, this position will start physically on-site, in Frankfort, KY.  Transition to remote work will be possible, after about two months.

Job Description:

The Department for Medicaid Services, Division of Fiscal Management, APD Branch is seeking a BA with experience in developing and maintaining documentation relating to State and/or Federal reporting, policies/procedures, and/or IT system requirements to join its APD Team.

The selected person will:

  • Develop and maintain Information Technology-related documentation for federal financial proposals (similar to grants) and planning documents within required timelines.
  • Work closely with agency management, project teams, and subject matter experts to gain an understanding of the project and related requirements to develop appropriate document content.
  • Facilitate and coordinate document review meetings for submission to state and federal sponsors.   
  • Organize material and complete writing assignments according to agency standards regarding order, clarity, conciseness, style, and terminology.
  • Perform technical and detailed writing, editing, and proofreading of required supporting documentation.
  • Utilize a combination of computer and critical thinking skills.
  • Exercise professional confidentiality and discretion.  

Basic Qualifications:

  • 3+ years of document development experience. 

Required Qualifications:

  • Bachelor's degree or equivalent combination of recent, relevant work experience.
  • Have exceptional written and oral communication skills.
  • Proficient in Microsoft Word.
  • Experience in the development of documents based on information obtained through requirements gathering.
  • Significant writing, proofreading, and editing skills.
  • Experience utilizing time management capabilities in high-stress writing environments.
  • Must be well organized and possess excellent team-building skills. 

Preferred Qualifications:

  • Prior writing experience of financial request documents and/or justifications in a governmental environment.
  • Working knowledge of government regulations as they pertain to the grant proposal and planning document writing process.
  • Prior experience preparing healthcare information technology proposals or working in the healthcare technology environment.
  • Prior experience in a procurement environment; or
  • Prior experience with eMars, Budgeting, and/or Accounting; or
  • Prior experience with the client.
