Job Description:

We are currently seeking qualified candidates for the position of a Business Analyst - Senior in Frankfort, Kentucky within the Public Health Information Systems Branch (PHISB).  The Business Analyst must be able to define a business problem, gather and document requirements, determine a business solution, and verify that the solution meets the requirements.  If a technology solution is needed, the analyst works with technical staff to design the technical solution. A college graduate with training and several years of experience in Business Analysis and application development is sought to perform these duties.
 
Primary Responsibilities Include (but not limited to):

  • Lead or participate in requirements gathering/JAD sessions; working closely with Project Manager(s), SME's, Vendor, Programmers and Business Users.
  • Define and document requirements and use cases.
  • Troubleshooting application and/or interfaces as problems arise.
  • Troubleshooting report issues.
  • Working with user community and vendors to meet implementation timeline.
  • Support application/project go-live.
  • Demonstrating a high level of working knowledge with IS methodologies and processes (i.e. Project Life Cycle, System Development Life Cycle and IS Change Management process).
  • Gathering detailed requirements that completely define the project.
  • Create high-level models and user prototype interfaces to identify and validate business processes and resolutions when appropriate.
  • Facilitating business/functional requirement review, approval, and sign-off sessions.
  • Administering communication activities with end-user training for system implementation.
  • Identify business trends utilizing real data, compile analysis reports delivered to developers and then follow-up on all results.
  • Perform quality assurance.
  • Help with process improvement, discover issues and deliver better value. 
  • Providing leadership, training, coaching, and guidance to junior staff.
  • Prioritizing initiatives based on business needs and requirements.
  • Effectively communicating insights and plans to cross-functional team members and management.
  • Ensuring solutions meet business needs and requirements. Monitor SLA's.
  • Develop comprehensive test cases at the application and multi-application levels. Conducting and directing end-user testing responsibilities.

 
Required Qualifications:

  • Bachelor's degree, or equivalent combination of recent, relevant work experience.
  • Proficient in Microsoft Product Suites (Word, Excel, and Visio).
  • 3-5+ years working in a Business Analyst position.
  • Experience defining business problems, gathering and documenting requirements, determining business solutions and verifying solutions meet requirements.
  • Strong understanding of SDLC methodology.
  • Ability to handle extreme workloads with general direction.
  • Relationship management and facilitation skills.
  • Possess strong written and verbal communication skills.
  • Proficient problem solving skills.
  • Strong decision making ability.
  • Must be adaptable to change in a fast paced environment.
  • Must be detail-oriented.
  • Must be self-motivated and able to work independently and in conjunction with team members.
  • Maintain confidentiality and exercise discretion is essential.


Preferred Qualifications:

  • 3-5+ years working in a Business Analyst position for a large scale IT system.
  • Experience in working with government clients
