Job
Description:
We are currently seeking qualified candidates for the position of
a Business Analyst - Senior in Frankfort, Kentucky within the Public Health
Information Systems Branch (PHISB). The Business Analyst must be able to
define a business problem, gather and document requirements, determine a
business solution, and verify that the solution meets the requirements.
If a technology solution is needed, the analyst works with technical staff to
design the technical solution. A college graduate with training and several
years of experience in Business Analysis and application development is sought
to perform these duties.
Primary Responsibilities Include (but not limited to):
- Lead
or participate in requirements gathering/JAD sessions; working closely
with Project Manager(s), SME's, Vendor, Programmers and Business Users.
- Define
and document requirements and use cases.
- Troubleshooting
application and/or interfaces as problems arise.
- Troubleshooting
report issues.
- Working
with user community and vendors to meet implementation timeline.
- Support
application/project go-live.
- Demonstrating
a high level of working knowledge with IS methodologies and processes
(i.e. Project Life Cycle, System Development Life Cycle and IS Change
Management process).
- Gathering
detailed requirements that completely define the project.
- Create
high-level models and user prototype interfaces to identify and validate
business processes and resolutions when appropriate.
- Facilitating
business/functional requirement review, approval, and sign-off sessions.
- Administering
communication activities with end-user training for system implementation.
- Identify
business trends utilizing real data, compile analysis reports delivered to
developers and then follow-up on all results.
- Perform
quality assurance.
- Help
with process improvement, discover issues and deliver better value.
- Providing
leadership, training, coaching, and guidance to junior staff.
- Prioritizing
initiatives based on business needs and requirements.
- Effectively
communicating insights and plans to cross-functional team members and
management.
- Ensuring
solutions meet business needs and requirements. Monitor SLA's.
- Develop
comprehensive test cases at the application and multi-application levels.
Conducting and directing end-user testing responsibilities.
Required Qualifications:
- Bachelor's
degree, or equivalent combination of recent, relevant work experience.
- Proficient
in Microsoft Product Suites (Word, Excel, and Visio).
- 3-5+
years working in a Business Analyst position.
- Experience
defining business problems, gathering and documenting requirements,
determining business solutions and verifying solutions meet requirements.
- Strong
understanding of SDLC methodology.
- Ability
to handle extreme workloads with general direction.
- Relationship
management and facilitation skills.
- Possess
strong written and verbal communication skills.
- Proficient
problem solving skills.
- Strong
decision making ability.
- Must
be adaptable to change in a fast paced environment.
- Must
be detail-oriented.
- Must
be self-motivated and able to work independently and in conjunction with
team members.
- Maintain
confidentiality and exercise discretion is essential.
Preferred Qualifications:
- 3-5+
years working in a Business Analyst position for a large scale IT system.
- Experience
in working with government clients
