The Manager of clinical applications and solutions is responsible for providing clinical application leadership in the implementation, support and improvement of all clinical applications with a strong expertise in electronic health record (E.H.R.) and surrounding solutions including implementation and support.  The Manager of clinical applications and solutions leads the organization in the selection, implementation, testing, training of clinical and IT staff, as well as providing continual service improvement of all clinical applications to deliver value to the organization.  Core responsibilities also include working closely with clinical, financial, compliance, other support teams, and IT staff to design clinical work-flows, as well as reverse engineer and optimize existing clinical work-flows with the E.H.R. and all other key clinical applications.


The Manager of clinical applications and solutions will work with the Chief Information Officer (CIO), Director of Information Technology, Clinical leadership (Chief Nursing Officer and Nurse Managers, physicians groups, social workers, etc.), Clinical Application Specialists, IT Manager, IT Project Manager, IT Asset Manager and IT Engineers to design, implement and improve clinical application services.

Key Functions

  1. Strategic vision
  • Provide support to the IT Director in developing and implementing strategic and tactical plans
  • Work with customers to understand business requirements and evolve services to meet requirements
  • Provides support to the IT Director and Clinical leadership in the architectural design of the Electronic Health Record solution, including finding consensus amongst Clinical, Non-Clinical, and IT staff for the optional work-flow design within the Electronic Health Record solution 
  • Provides support to IT Director on key architectural design aspects that address current and future needs, based on industry best practices and current Healthcare IT trends
  • Provides support to the IT Director and Clinical leadership in the implementation planning, testing, execution, and continual improvement of the Electronic Health Record and all other clinical application solutions 
  • Provides training for Clinical staff on the Electronic Health Record and all other clinical application solutions 


  1. Management and Operations (day-to-day):
  • Provides clinical application leadership to IT, clinical and non-clinical staff for the E.H.R. and all clinical applications
  • Provide daily and long-term resource and operational management of members of the Clinical applications team.  Manage priorities, deadlines, and time critical situations. Design, implement, and coordinate 24x7x365 coverage for critical production systems. Design, implement and monitor procedures related to measuring workload and performance.
  • Optimization, support, and maintenance of an electronic health record system
  • Provide training, support and mentoring to clinical applications team, other IT and clinical business required for the E.H.R. and all clinical applications
  • Educate and work collaboratively with all members of the leadership team in order to facilitate informed clinical application decisions
  • Develop strong relationships across the organization; working collaboratively with clinicians to ensure goals are aligned and needs are met. Develops an awareness of strategic and operational initiatives within the organization and prepares divisional work plans in support of those initiatives.
  • Effectively manage clinical applications vendor relationships and foster a strong partnership and strategic alignment
  • Assist the Director of IT with the maintenance of relevant departmental policies, procedures, objectives, quality assurance programs, and safety practices to assure compliance with all necessary rules, regulations, and standards pertaining to system operations, and ensuring information and data integrity of the organization


  1. Content Subject Matter Expert
  • Participate in overall business planning, bringing current and future knowledge of technology and systems.
·Stay current and knowledgeable regarding advances with technology in the industry including maintaining an expert understanding of government initiatives such as the HITECH Act, HIPAA and others related to behavioral health, with a strong emphasis on the Electronic Health Record solution and related clinical applications.  Shares key findings beneficial to the clinical applications team, other IT and clinical business
  • Provides strong Electronic Health Record solution expertise to clinical applications team, other IT and clinical business required
  • Identifies clinical and business challenges, risks and opportunities related to patient care and collaborates with staff to optimize the use of the Electronic Health Record solution
  • Performs clinical work-flow design and improvements in the E.H.R. and other key clinical applications
  • Networks and collaborates with Electronic Health Record User Groups and vendor support to resolve challenging issues
  • Stay well-informed of changes and trends in Healthcare IT with emphasis on Electronic Health Record solution usage. Work with the Director IT to develop strategies for the integration of new technology.
  • Assists IT Security Specialist and IT Director to safeguard protected health information (PHI) from any intentional or unintentional disclosure, in compliance with applicable rules and regulations

  • Working with the Director of IT, monitor the utilization of approved capital and operational budgets related to Clinical applications in collaboration with the management team.

  • Provide support to build and/or improve work-flows in the E.H.R. and other key Clinical applications that help to keep Patients safe

Required:                Bachelor's degree in Computer Information Systems, Computer Science, Business, Science or a related field

Preferred:                Master’s Degree in Information Technology, Healthcare Information Management, Informatics or related field

Business Process Mapping certification

Lean Six Sigma certification




Required:                (5) five years minimum in a Management or other Leadership role in a Healthcare setting

(7) seven years minimum implementing and supporting Clinical/Healthcare Systems

(3) three years minimum implementing and supporting a major and current Electronic Health Record solutions  

(7) seven years minimum implementing and maintaining federal Healthcare compliance standards (i.e. HIPAA, Joint Commission International regulations)

(3) three years minimum performing Business Process Mapping and Clinical work-flow design

                                Strong experience performing Business Process Mapping and Clinical work-flow design

Proficiency in Microsoft Office

Preferred:                (7) seven years in a Management or other Leadership role in a Healthcare setting

                                (5) five years minimum working in a Behavioral Health setting        

(5) five years minimum implementing and supporting Cerner Electronic Health Record solutions  

Strong experience with Resource management, Project management and Change management, including familiarity with key industry standards (i.e. ITIL, PMI)
