Description:
Position:This position will be within Design, Development and
Integration Branch (DDIB) within the Division of Eligibility Systems
(DES). Agency is seeking a Business Analyst/Tester who can provide
functional and technical in-depth analysis and testing for a large- scale IT
system. The selected candidate will work under deadlines, must be capable of
handling a large workload, and must be able to work independently with only
general direction. The selected candidate must have business analysis skills
including knowledge of the System Development Lifecycle (SDLC). Experience in
Microsoft products, Team Foundation Server (TFS) and Microsoft SQL Server is
preferred. Knowledge of Department of Public Health policies or DCBS or DMS
policy background is preferred but not required.
Primary Responsibilities Include (but not limited to):
- The
BA/Tester will be a member of a team who will be responsible for:
- Writing
test plans and testing critical eligibility applications
- Participating
in JAD discussions and reviewing design documents to understand the
testing requirements
- Working
with OATS Business Analysts as well as System Vendor staff to ensure
thorough testing of system changes and functionality.
- Testing
for new Local Agency Portal and Vendor Management System for Department of
Public Health mainly centering around the Supplemental Nutrition
Assistance Program for Women, Infants, and Children (WIC).
- Documenting
defects and collaborating with a team to ensure fixes have been applied
correctly
- Completing
smoke testing and providing support after major production releases
Required Qualifications:
- Bachelor's
degree, or equivalent combination of recent, relevant work experience.
- Proficient
in Microsoft Product Suites (Word, Excel, and Visio).
- 3-5+
years working in a Business Analyst/System Testing position.
- Experience
defining business problems, gathering and documenting requirements,
determining business solutions, and verifying solutions meet requirements.
- Strong
understanding of SDLC methodology.
- Ability
to handle extreme workloads with general direction.
- Relationship
management and facilitation skills.
- Possess
strong written and verbal communication skills.
- Proficient
problem-solving skills.
- Strong
decision-making ability.
- Must
be adaptable to change in a fast-paced environment.
- Must
be detail oriented.
- Must
be self-motivated and able to work independently and in conjunction with
team members.
