Application, Infrastructure, and Security Architect – Job Description/Requirements

Cabinet is looking for a seasoned technical architect with a comprehensive background and experience in application development, infrastructure, and information security to join the Integrated Tax System (ITS) project. This candidate will lead the infrastructure team to build, support, maintain, and secure a large infrastructure for the project. Besides architecting and securing infrastructure, this candidate will also set the framework for application support, enhancements, COTS version upgrades, impact assessment, and overall maintenance post go-live. CABINET has undertaken the doris (DOR Integrated System) project, a multi-million, multi-year dollar initiative, to implement a COTS solution to replace over 100 information technology systems for filing, processing, and administering different tax types for the Commonwealth. The project infrastructure involves over 120 servers, seven domains, multiple ADFS implementations, 13 application environments, two data centers, and multiple vendors. Currently, around 200 IT resources are working on the project and DOR expects to complete the project over next several years.

Expected Duties:

  • Collaborate with the tech leads, developers, pen testers, and Cabinet Security and Disclosure Officer to address any risks involved in the new ITS application and post Go-Live activities (e.g., upgrades, enhancements, etc.)
  • Demonstrate sound understanding of .NET framework and provide support to the tech team as necessary
  • Lead meetings and guide matrixed teams to support and secure large IT infrastructure ITS application
  • Actively participate in decision-making process pertinent to infrastructure architecture and security based on project need, clearly communicating findings and issues to senior management
  • Recommend and provide guidance on MS product line changes, IS tools, development best practice, security standards and processes
  • Establish regular infrastructure vulnerability assessment, review findings, and implement mitigation measures
  • Establish disaster recovery procedures for enterprise level system
  • Ensure IT system and infrastructure meet IRS Tax Information Security guidelines for protecting federal tax information, adhering with security standards per IRS SCSEMS / pub. 1075 and NIST guidelines
  • Identify potential gaps in infrastructure and application security and help mitigate any risks involved
  • Prepare for, plan, and participate in IRS Audits
  • Review security plans and other written documentation, and provide recommendation and guidance on fixing any gaps
  • Review IT systems and infrastructure security measures and recommend enhancements
  • Manage infrastructure access ensuring all personnel have access to the IT infrastructure based on roles and needs
  • Learn and use project tools to communicate, track, monitor and report the work progress

Qualification:

A qualified candidate must have:

  • 5-8 years of experience in building, supporting, managing, and securing complex infrastructure solutions
  • At least 6 years of development knowledge of .NET frameworks and Team Foundation Server
  • 5 years of experience in securing IT systems and supporting infrastructure based on IRS Publication 1075 - Tax Information Security Guidelines.
  • At least 5 years of experience as a solutions architect in building enterprise level systems using web technologies.
  • Experience implementing multi-factor authentication, single sign-on, identity management and related technologies.
  • A solid understanding of security protocols, cryptography, authentication, authorization, and application security
  • Experience is analyzing infrastructure vulnerability scan and application penetration test results and implementing appropriate mitigation measures
  • The ability to interact with a broad cross-section of personnel to explain and enforce security measures
  • The individual should be able to communicate with all strata within Cabinet and have at least 2-3 years of management experience in leading resources and managing vendor relationships
  • Experience with TOGAF (The Open Group Architecture Framework) is desirable
